WINS Healthcare Representatives continue talks with DPA

WINS Healthcare Representatives and a State Patrol Association (ACSPP) representative met again with senior DPA officials on Monday, January 14 to discuss healthcare for state employees.

The dominant topic was developing a Wellness program for employees, a continuation of the discussion from the December meeting. Attendees heard a presentation from Jean Morningstar, President of AFT Local 3837 in Connecticut, about their “Health Enhancement Program.” Staff from CDPHE also presented on their worksite Employee Wellness program and Obesity Integration Project.

There was some discussion on incentives to participate in a program and what it would take to encourage employees to change behaviors and be healthier.

Colorado WINS shared these core values that drive us in designing a Wellness program:

  • Accessiblity – both in time and location
  • Awareness – ample communication about the program and its offerings
  • Trust – protect individual privacy
  • Voluntary participation – individual choice to take part
  • Long-term health over short-term gains – research has shown that financial incentives don’t necessarily correlate to change in long-term behavior
  • Across-the-board participation – employees from the top (Governor, Dept Directors), middle management and front-line workers participate in program
  • Transparency – requirements for participation or compliance are clearly identifiable and easy  to understand; no fine print

Wellness programs are a hot topic across the country as a cost-containment method for healthcare. They were also prominently mentioned by Governor Hickenlooper in his State of the State address earlier this month.

The Governor transmitted a budget proposal that included $186 million for Health/Life/Dental, which is $21 million more than last year. However, this doesn’t appear to fully cover the expected premium increase and Colorado WINS is actively working to secure additional funding from the Legislature to cover medical premium increases.
