The State of Colorado will hold elections to fill a vacancy on the State Personnel Board (SPB). The election will take place July 9 through July 30, 2018, and we are now collecting nominating petitions for Nora which are due to the state by July 2.
Colorado WINS is endorsing Nora Kelly to fill the State Personnel Board vacancy.
Nora has more than 20 years of legal experience and has brought forth cases to the SPB throughout her career. She has represented state employees in various scenarios, including appealing disciplinary actions, ensuring just reorganizations, bringing grievances, and other agency disputes. She is familiar with Personnel rules and the workings of the Board.
In a statement, Nora said:
“I am extremely pleased to once again be a candidate for the Colorado State Personnel Board. I have served three years on the Board and now am up for election to a second three-year term.I am a Colorado native and grew up in Denver. I attended Colorado State University and the University of Denver College of Law. I practiced law in the Denver area from 1992 until I retired on May 31, 2014.Before retiring, I represented state employees before the State Personnel Board. I started out as a contract attorney for CAPE (the Colorado Association of Public Employees). I continued to represent state employees in my private practice, right up until the day I retired.Probably one of my favorite cases, and the one that is the most well known, is Lawley vs. University of Northern Colorado. I represented the Complainant, Kathy Lawley. The case started out as an appeal to the Board and ended up at the Colorado Supreme Court. It is still cited by the Board and by judges when determining whether an agency’s actions are “arbitrary and capricious.”I believe that I have the best background to continue to serve as a voice for state employees on the State Personnel Board, and I hope that WINS members will vote for me to serve another three year term on the Board.”
